What does Vasco's scepter do in this game? Is it the same as in TW1: decrease at least 30 loyalty?
And what is the result if it's combined with the lvl 5 statue technology: Noble Paladin.
It's says it increases the effectivity by 100%, so does this mean that in stead of decreasing loyalty by 20-35 it will decrease by 40-70?

If it's combined will it then hit at least 60?

The sceptre has three different levels like all other items, so it will not work like in TW1. But one part of the (current) level 1 bonus is a minimum decrease of 30 loyalty. It also has effect on the maximum decrease though, and both values increase with level 2 and 3. :)

As for the "Noble Paladin", this tech will be replaced by another one very soon, so don't worry about the calculations. ;)

And If I do research it, will the replacing tech be researched already when it comes. Because I might be about to use my pally with a noble soon.
