Had a look around on the forum and the Wiki and can't find anything about decommissioning or dismissing troops. It this not yet possible or am I just being thick?

Go to units overview. There you can dismiss your troops.

Yeah I got that far. The screen shows me "defense multiplier", "defense units" with a list of each unit type, "external units" (currently empty) "incoming support" (currently empty) "unit movements" (currently empty). The table with each units in "defense units" has a column labelled "options" on the far right but the only other row in that table has nothing in the corresponding cell for that column.

I dont know about that. I have looked and still havent found a way to dismiss troops other than killing them against another players defenses

Yes, seems to be a needed missing feature.
