I would guess, based on the way the rest of the game works, that it is only for that village, but someone with actual knowledge will have to confirm.

That is something many players that are new to the game struggle with. Nobody wants to hurt another persons feelings but you will learn that if you don't noble your rival then your rival will noble you. You can noble someone and at the same time be nice about it. They won't like it but if your nice then you will have their respect. Always remember the game is developed for war and that means you need to noble your neighbor to be successful.
