Wrong estimated time for enough resourses to upgrade

Hello! This is my first bug report, and please apologize my english.

When you are trying to upgrade a building directly from the specific building and do not have enough resources the estimated time for normal upgrade should be different from the time with 20% disscount.

I hope i've expressed myself clear enough for you guys.

Update: When you can upgrade with 20% disscount the estimated time for normal upgrade disappear completly.
