I thought the idea of the 50% penalty, was to stop a massive alliance just simply wiping out one of the smaller alliances in one foul swoop - something I thought was to the benefit of the game. I also thought, as an individual, it gave you a bit of respite, knowing that, in effect, you just had to concentrate on the province you are in until you were bigger.
