First of all: I like the new way of the zeros disappear when first clicking on them. This was also an idea in the german forum that I liked and supported.
But there is a problem for vaules smaller than 10 in barracks:
Just typing the number neither changes the scroll bar, nor lets me recruit any units. I have to type "09" or "9x" (where x is any number) and delete "x" again to get the interface reacting.
Maybe this problem could be in the hall of orders too, I cannot tell currently. I don't have one yet to test
