Rejected recruiting queue

in the queue you can't put another recruitment above another if you want that
you need to decline all the rest if you want that one recruitment come to above

There is already similar suggestion to be able change order of both recruitment and building queues and to be able to cancel queued jobs without penalties. I'm not sure about penalties for job cancellation, but job order change is a must have feature IMO.
