Having skipped the tutorial I am going through with the quests from the start. I think the quest asking for you to recruit rams and the quest for the hall of orders show up way too soon. You are asked to recruit rams and if you have been following the request you could have as much as 10 levels of the barracks left to build. then I'm getting the quest for the hall of orders beore my HQ is even 8 and it needs to be 25 for that building. Thus there should probably be more quests leading up to these before jumping up this far.
