Accepting Quests that rewards the player with units doesnt prompt if provisions is insufficient to hold the total amount of units. The Way of Offence: Amass! I only got 14 LCs instead of 20 because of insufficient provisions.
That is no bug. The system can't give you more units as your farm can provide. So, if you have only provisions for 14 lcav, you'll only be rewarded with 14.
