Inactive players

I know players have asked this question before but Ill do it again because what the FAQ says and what is going on in game is two different things:
When will the inactive players be turned into barbarians?
I've looked around on the map and there's quite a lot of players with 51 point or less even close to the center of the map and I don't believe that they all log in just for not becoming a barbarian.
I guess that function is not activated yet.
