Description:
Sometimes I get my village options in town, I think I found the reproduction steps myself, and I tried to reproduce it, but sometimes it failed. I'll try to explain it anyway. The pop-up to village options on the map sometimes appears in my village like seen in the image below.
Steps to Reproduce (unsure):
1. You need a slow computer for this;
2. load the game;
3. Have the map already open;
4. click on your own village quickly multiple times, it will go slowly;
5. click some more times when the spinning wheel appears, the pop-up will appear again;
6. If all goes well (or wrong), you will have the pop-up in your village;
Reproduction Rate:
Only on game load (almost) always, sometimes when already in-game.

I performed a quick Google search to look-up whether or not the bug was reported, I couldn't find it. The term I used to search on Google was:
